Diagnosis is done by opening covers. Start at the chamber nearest the house: if it is empty, the blockage is upstream in the branch from the property. If it is full, move to the next one out. The blockage is between the last chamber that is full and the first that is empty. It takes ten minutes and it stops anyone guessing.
The common causes are wet wipes, fat, root ingress at a joint, a displaced or collapsed section of clay pipe, and debris washed in through an uncovered gully. Leaves and silt in an unguarded gully are a slow, seasonal blockage; roots are a recurring one that will come back until the pipe is repaired or lined.
Which brings up the question of who pays. Since 1 October 2011, drains and sewers serving more than one property have belonged to the water company. If your drain joins a neighbour's before reaching the public sewer — the norm in terraced streets — everything from that junction onwards is United Utilities' to maintain and clear, free of charge. The stretch that is yours is the part serving only your property, up to the boundary. Before paying anyone privately, it is worth establishing which side of that line the blockage is on.
There is also a surface water dimension in this town specifically. Cheshire East's Preliminary Flood Risk Assessment identifies Macclesfield as the borough's only designated Flood Risk Area, with 47 internal flooding incidents recorded since 2011, and attributes part of that to an ageing network of unmapped, culverted watercourses running beneath the town. Where a property floods from outside rather than from a blocked foul drain, that is a different problem with a different answer — and it is worth knowing which one you have.
Recurring blockages should not be repeatedly cleared. Two clearances in a year on the same run is a camera survey job: something structural is causing it, and finding out costs less than paying for the third clearance.

How do I find where the blockage is?
Lift the inspection chamber covers from the house outwards. The blockage lies between the last full chamber and the first empty one. That tells you the section and, usually, whose responsibility it is.
Do I have to pay to clear it?
