Most houses never need a full repipe. The ones that do share a profile: several failures in a short period, obviously mixed and mismatched pipework, poor flow that no single fix improves, and often a history of extensions and refits where each plumber connected to whatever was there. Once you are paying for a third access hole in two years, the arithmetic changes.
Mixed pipework is not merely untidy, it is a failure mechanism. Where two dissimilar metals meet in the presence of water, one corrodes preferentially. Old imperial copper does not match modern metric, so joints get bodged with fittings that were never intended for it. Iron sections rust internally and choke flow while shedding debris downstream into valves and cartridges. A house with three eras of plumbing in it will keep producing faults in the transitions.
A repipe is planned rather than improvised. Pipe sizing is worked out from the number of outlets and the flow they need, hot and cold runs are set out to minimise dead legs, isolation valves are fitted so every fitting can be worked on individually in future, and the routes are chosen to be serviceable — accessible where possible, sleeved where they must be buried. Done well, the house becomes cheap to maintain for the next forty years.
Timing is everything on cost. If the floors are up for a renovation, the bathroom is being stripped, or the kitchen is out, the expensive part — access — is already paid for.
