The mechanism is momentum. Water in a pipe has mass and is moving; when a quick-closing valve stops it instantly, the energy has to go somewhere and it goes into the pipe as a pressure spike and a bang. The usual triggers are washing machine and dishwasher solenoid valves, quarter-turn ceramic taps, and float valves in cisterns snapping shut.
Loose pipework turns a small hammer into a loud one. A pipe that is not clipped at proper intervals moves when the shock arrives, and it knocks against joists, walls and other pipes. Clipping a run properly, with the right spacing and with acoustic isolation where the pipe passes through structure, often removes most of the noise on its own.
Where the shock itself needs absorbing, arrestors are the answer: small sealed devices with an air cushion or a piston, fitted close to the offending valve, which take up the energy. Fitted at the right point they are extremely effective; fitted somewhere convenient rather than somewhere useful, they do very little.
High incoming pressure makes everything worse, and it is worth measuring. Where the static pressure is well above what the property needs, a pressure reducing valve set to a sensible level reduces hammer, reduces wear on every fitting in the house, and cuts water use at the same time.
Not all pipe noise is hammer. A steady humming or singing is usually a valve part-closed or a pressure reducing valve on the edge of its range. A ticking or creaking as heating warms up is pipes expanding against their clips or through joists, and it is fixed with clearance and lagging rather than arrestors. Diagnosing which noise you have is the first job.
