Not every plumbing problem is an emergency, and it is worth being honest about the difference, because it changes what you should do next. A dripping tap is annoying. A blocked sink is inconvenient. Water actively escaping into the fabric of your house is an emergency, and every minute it runs costs money.
The test is simple: is it getting worse while you look at it? Water spreading across a floor, a stain on a ceiling that is bigger than it was ten minutes ago, a pipe you can hear running inside a wall, a toilet that refills and overflows again — those all get worse. So does no water in freezing weather, and so does no heating in a house with a baby or an elderly resident in it.
Before anyone arrives, the single most useful thing you can do is turn the water off. The internal stopcock is usually under the kitchen sink, sometimes in a downstairs cloakroom, a cellar or an airing cupboard. It turns clockwise to close. If you cannot find it, the outside stop tap under a small metal or plastic cover near the boundary of the property does the same job — a long-handled stop tap key will reach it. Knowing where yours is before you need it is five minutes well spent.
Then get the water that has already escaped away from anything electrical. If it is coming through a ceiling and the light fitting below is filling up, do not stand under it and do not touch the switch — turn the circuit off at the consumer unit if you can reach it safely, and let the water find its way out through the plasterboard rather than trapping it. A wet ceiling that drains is repairable; one that holds a bulge of water eventually comes down all at once.
