The rule first, because it is routinely broken. Boosting directly from the incoming main is not permitted without consent from the water supplier, and there are limits on the rate at which water may be drawn. A pump plumbed straight onto the mains is a non-compliant installation and it degrades supply for neighbouring properties.
The compliant arrangements are two. A break tank and booster set: water fills a small storage tank through an air gap, and a pump draws from that tank to supply the house at whatever pressure is specified. This gives complete freedom over pressure and flow, at the cost of space, a pump and the stored water hygiene considerations that come with any tank.
Or an accumulator: a sealed vessel with a pressurised bladder that fills slowly at mains pressure and then releases stored water rapidly when demand peaks. It does not increase pressure above what the mains provides, but it dramatically improves the volume available for a shower or a bath fill without needing a pump at all. For a property whose mains pressure is decent but whose flow rate is limited, it is often the elegant answer.
Choosing between them starts with measurement: static pressure, dynamic pressure, and flow rate at the incoming main over a sustained period. Those numbers tell you whether the problem is pressure, flow or peak demand, and each has a different solution. Doing that measurement first is what prevents an expensive pump being fitted to a problem it cannot solve.
It is also worth eliminating the cheaper causes first — a restricted supply pipe, a partly closed valve, a failed PRV. A new supply pipe frequently removes the need for any pump at all, and costs less to run for the next thirty years.
