The ownership split is worth being clear about. The communication pipe, from the water main in the street to your boundary, belongs to the water company. The supply pipe, from the boundary into and around your property, belongs to you. So a leak or a restriction on the private side is your cost, and a leak on their side is theirs.
Replacement is usually the answer to one of three problems. Poor flow, where an original small-bore lead, iron or narrow copper pipe cannot deliver enough water for a modern house with a combi boiler or an unvented cylinder. A leak on the underground run, which shows up as a meter that turns with everything off and sometimes as a wet patch in the garden. Or lead, which is worth removing on water quality grounds regardless of flow.
The material now is blue MDPE, laid in one continuous length with no underground joints, at the required depth for frost protection and with warning tape above it. It can be installed in an open trench or, where the ground and the route allow, moled underground from a small pit at each end — which leaves the driveway and lawn largely intact and is often the reason the job costs less than people fear.
There is a specific reason to prioritise lead removal here. Macclesfield's water is soft — 45 to 68 mg/l depending on the reservoir zone — and United Utilities' own guidance notes that water below 100 mg/l can be more corrosive to pipes. Soft water is mildly plumbosolvent, so it draws more lead out of a lead pipe than hard water does. Homes built after 1970 will not have lead; homes before it may, and much of the town centre is pre-1919 housing.
Timing the private replacement alongside the water company's free renewal of their section means one excavation, one reinstatement and one disruption instead of two. It is worth asking for that coordination when the job is arranged.
