This is the most useful and least discussed service in low-carbon heating, because it removes the single biggest obstacle to a good heat pump installation: emitters sized for 70°C water. Every radiator replaced with a correctly sized one now is a radiator that will not need replacing later, and it improves a condensing boiler's efficiency immediately by letting it run at a lower flow temperature.

It produces a schedule: this room is fine, this one needs a larger radiator, this one needs a double converted to a triple, this one would benefit from underfloor. You can then work through it at your own pace, doing rooms during redecoration or when a radiator is being moved anyway.
Fabric comes first where it is cost-effective. Loft insulation topped up to current levels, floor insulation in a suspended timber floor, draught-proofing, and cavity insulation where the construction allows. Each one reduces the heat loss the system must meet, which reduces the emitter sizes required and the capacity of any future heat pump — and the savings start with the current boiler.
Pipework matters too. Low flow temperatures mean larger volumes of water moving to deliver the same heat, so undersized microbore runs can become the limiting factor. Where floors are up for other work, upsizing key runs is cheap insurance.
The cylinder is the last piece. A heat pump needs a cylinder with a large, low-temperature coil. If your existing cylinder is due for replacement anyway, choosing a heat-pump-rated one now costs little extra and removes a future job — and it will work perfectly well on a boiler in the meantime.
Done in this order, the eventual heat pump installation becomes a straightforward appliance change rather than a whole-house project, and every step improves the house before then.
