Heat pumps work — but only in a system designed for them. They deliver a lot of heat at a low flow temperature, which is close to the opposite of how a gas boiler system is set up. Drop one onto undersized radiators in a draughty house and it will run expensively and disappoint everybody.
So the survey matters more than the box. Room-by-room heat loss, radiator sizing at the design flow temperature, cylinder capacity and coil area, pipework bore, and an honest look at insulation first. A good installer will sometimes tell you to spend the first part of the budget on loft and floor insulation.
